Excessive legislation and excessive taxation tyrannise in the same way, which is one reason that limited constitutional government is essential and big government is dangerous. History provides numerous examples which demonstrate that respecting local self-government increases the importance of the individual and keeps a union secure while denying local self-government necessitates the sacrifice of liberties to secure the union and guard against insurrections from within and attacks from without.
